The survey revealed an almost unanimous preference for an inclusive zoning approach in Victoria. The current system of voluntary negotiations ranks third among the four policy approaches. Significantly, a majority of all stakeholder categories – developers and financiers, local governments and non-profit providers – would prefer all developments to have uniform binding requirements for affordable housing. A research team at the University of Melbourne found that many councils believe negotiated agreements are unenforceable, while developers report that there are few incentives to justify them to provide affordable housing. This works because affordable housing expectations are set out in the developer`s first feasibility analysis. These expectations are applied consistently across all parts of the region from the outset.
